The Phase 1 prototype specification is complete. The build is underway. This page will serve as the entry point to the public beta — a live Congressus installation where citizens can interact with their AI representatives, view the negotiation record in real time, and participate in ratification votes.

Data ingestion pipeline. Three model instances running concurrently. Citizen interface connected to knowledge base. Issue aggregation engine. Three-rep consensus and dissent logic. Public dashboard and voting mechanism.
Phase 2 — All 50 States
State-to-state negotiation. National agent added. First public comparison with actual legislative outcome published.
Phase 3 — Full US National Architecture
Track record building. Academic evaluation. Open public beta launched here.
Phase 4 — Willing Democracies
Single domain pilot. Coalition benefits proven. Small nation coalition logic demonstrated.
Phase 5 — Global
All willing participants. Civilisational optimisation engaged. Kardashev-scale metrics in active use.
Phase 6 — Universal
Open to any entity capable of genuine representation. Any entity. Any scale. Any era.
